What Soils Special Inspectors Do A soils special inspector is responsible for enforcing the earthwork construction details contained in the approved plans and specifications for a building site. The soils special inspector reviews the statement of special inspections and the approved plans and specifications. They verify the classification of the soils at the building site, perform required soil tests, and monitor site preparation, grading, and fill placement to verify compliance with plans and specifications. The soils special inspector also writes and submits reports (including reporting items that do not comply with the plans) to the building official, contractor, and/or registered design professional.
